As director of Outreach and Certification in NJ TRANSIT’s office of business diversity, Ernest C. Williams develops capacity building seminars, business growth-related workshops and business networking opportunities designed to increase MWBE/DBES competitiveness in the procurement process. Spend for state-funded projects at NJ TRANSITin 2008 was $113.78 million. Spend for the Federal-funded programs are not yet available.

NJ TRANSIT is committed to helping entrepreneurs find and take advantage of opportunities to grow and develop their business. Some initiatives in progress under Mr. Williams direction include exploring development of loan programs to provide loans to small contractors and a bonding program to assist these contractors in securing opportunities. Mr. Williams was also instrumental in creating the first "Statewide Agency Procurement Fair" with NJ TRANSIT, now in its fourth year.
